Mac thinks modems in use, thus can't fax

Love PageSender, but it thinks modem is in use.  Well, not just PageSender.  Process Viewer says efax is too. From PageSender tech support.

"Got the file. I don't know what's running efax (Unix open source fax engine, used by pagesender and the Mac OS X built-in fax software) as root, but that's why you're getting the error message. If you're running your whole system as root, that's not a supported configuration by Apple nor by us for running pagesender. I have no idea what would launch efax as root (PPID, parent process ID, of 1) under 10.2.X, so I may not be able to be of much help in terms of how to stop that."

Any thoughts?

I'll rephrase more eloquently:

Mac OS 10.2.8 (I'll be upgrading soon, which may take care of it, but I still want to fix it!)

When I launch PageSender, it reports that the modem is in use. Thus I can't send/receive faxes.

PageSender was working fine until approximately the time (I don't remember if it was exact time or just coincidentally nearby in time) I installed HP Director All-In-One Software (just so I could print/scan, but it also does fax).  I used the HP uninstall software, but that did not help.

"Then you'll have to upgrade first, due to a bug is 10.2."

Definitely to 10.4. SO many 10.3 bugs fixed in 10.4 that it's difficult to imagine how we survived through Panther.....

BTW, I do  know to put an apostrophe in "modem's"!

And I remember when I would download the lastest Netscape beta, no matter how small the version number (or beta number) increment was!

I remember that too...in particular, though, I remember the Friday the 13th "Phear" version of Mosaic...used to have a screenshot of the splash screen - anyone have that anymore?
